Abstinence Only Education Program The mission of the Arizona Abstinence Only Education Program was to promote abstinence as a healthy choice and positive lifestyle though implementation of programs designed to change a culture about out-of-wedlock sexual activity. This mission was attained through the Arizona Department of Health Services' multi-component, long-term abstinence only programming. Community-based programs were implemented primarily for school-age children, grades 4 through 12, and secondarily for parents, and interested adults. Additionally, a statewide public media campaign was conducted. There were 17 program contractors across Arizona who were implementing abstinence only programs to diverse groups and in a variety of settings. The program evaluation that LeCroy & Milligan Associates, Inc. is conducted was designed to examine both the process and impact of the programming. The process evaluation answered how the program promoted the message of abstinence until marriage. It did this through describing specific program components and the delivery process. This descriptive program information provided a context for interpreting the results obtained from the impact evaluation. The impact evaluation occurred in the last three years of the project and measured short-term and long-term program impact by looking at changes in participants' attitudes, skills, and behavior.
