Promoting Safe and Stable Families The Promoting Safe and Stable Families (PSSF) program includes both Family Preservation and Family Support (FP/FS) services. Family support services are preventive services provided on a proactive basis. These programs promote the well-being and stability of families through parent skills training, drop-in centers, information and referral, and individual and group counseling. Family preservation services on the other hand are intensive services to meet the needs of families. These programs are designed to help reunite children with their biological parents, to prevent placement of children in foster care, and to provide respite care for temporary relief to parents or other caregivers. The Arizona Department of Economic Security contracts with over 23 sites throughout Arizona to provide family support and family preservation services. The initiative in Arizona focuses on three goals: 1. To enhance parents' abilities to create stable, and nurturing home environments that promote safety for all family members and healthy child development. 2. To preserve and reunite families through intensive intervention services which enhance families' abilities to create safe, stable and nurturing home environments. 3. To develop a continuum of family centered services across agencies, which provide convenient access to appropriate services. The PSSF evaluation uses both process and outcome data to assess program impact. The programs are diverse and offer multiple services. Uniform outcome measures are used to describe outcomes in an aggregate form as well as to capture site specific data. Process data is used to provide additional contextual information not accessible through quantitative means. This evaluation is being conducted for the Arizona Department of Economic Security.
