Better data. Stronger systems. Healthier communities.
LMA partners with public health agencies, healthcare systems, and community organizations to evaluate programs, strengthen service delivery, and drive measurable improvements in population health.

Public Health Evalution
Public health work addresses some of the most complex issues facing communities: chronic disease, prevention, maternal and child health, oral health, environmental health, tobacco control, substance use, social drivers of health, access to care, and health equity.
LMA helps public agencies, health departments, tribal and community partners, funders, coalitions, and service providers understand community needs, evaluate programs, identify gaps, and use evidence to guide action.
We bring rigorous evaluation methods, applied public health experience, and human intelligence to help partners move from data collection to meaningful decisions that strengthen health outcomes and community well-being.

Over 30 Years Experience
Health and public health programs operate across many layers of community life: clinical care, prevention, education, food access, housing, transportation, environmental conditions, community trust, and local systems of support. Understanding what improves health requires more than counting services delivered. It requires evidence that can explain needs, barriers, outcomes, and opportunities for change.
LMA brings decades of applied evaluation experience to health and public health work. We clarify community needs, measure progress, identify disparities, and support better planning. We interpret findings with context, listening, judgment, and respect for the communities and systems involved.
We help health partners use evidence to strengthen programs, guide resources, improve systems, and support healthier communities.
How We Work
Integrated Data Approach
We combine administrative data, survey data, and qualitative insights to create a complete and accurate picture of community health.
Action-Oriented Deliverables
Findings are structured to support decision-making, policy development, and program improvement—not just reporting.
System-Level Perspective
We identify how programs interact within broader health systems to uncover leverage points for meaningful change.
How we can help
Supporting health and public health projects.
Community Health Needs Assessment
We help partners understand community health needs, assets, service gaps, lived experience, and social drivers of health through surveys, interviews, focus groups, secondary data analysis, and stakeholder engagement.
Program Evaluation & Performance Monitoring
We evaluate public health programs to understand implementation, reach, outcomes, quality, and progress toward grant, agency, or community goals.
Prevention, Chronic Disease & Health Promotion
We support initiatives focused on cancer prevention, tobacco control, oral health, diabetes, cardiovascular health, food access, maternal health, environmental health, and other public health priorities.
Planning, Reporting & Technical Assistance
We help ensure that reports are useful and practical and provide related technical assistance.
"LeCroy & Milligan is a top-notch professional firm that demonstrated their level of commitment from day one. As a rural county, it was important that the firm highlight what we do well, and additionally, identify opportunities for improvement. Each meeting, LeCroy and Milligan came to the table ready to work and exchange ideas in a respectful way. The information gained from the final report will be highly effective in improving the lives of the Cochise County Community and we are grateful. I strongly recommend this firm if you are serious about where to place your resources."
