LeCroy & Milligan Associates was founded in 1991 by Kerry B. Milligan, MSSW, and Craig W. LeCroy, PhD, with a shared vision: to help human service and education organizations use rigorous evaluation information to understand their effectiveness, strengthen their capacity, and improve their services.

That founding purpose still shapes LMA’s work today. Kerry brought deep experience in evaluation planning, systems evaluation, strategic planning, facilitation, quality assurance, training, and direct service practice. Craig brought nationally recognized research expertise in home visitation, evidence-based social work practice, randomized trials, outcome measurement, and applied evaluation.

Together, they built a firm grounded in both methodological rigor and real-world human service experience. That combination remains central to LMA’s identity: evaluation that is technically sound, context-aware, and useful to the people and organizations doing the work.

Meet our Founders

Kerry B. Milligan, MSSW

Kerry Milligan helped shape LMA’s practical, capacity-building approach to evaluation. Her work has included evaluation planning and management, systems evaluation, strategic planning, group facilitation, quality assurance, training systems, and consultation that helps organizations use evaluation findings for decision-making and program improvement. Her direct service background in clinical social work helped ground LMA’s work in the realities facing service organizations

Craig W. LeCroy, PhD

Dr. Craig LeCroy helped establish LMA’s research foundation. His work has focused on home visitation, adolescent social competence, evidence-based social work practice, randomized trials, outcome measurement, and evaluation research. He developed the Healthy Families Parenting Inventory, has served as principal investigator on numerous research projects, and has authored 15 books and more than 100 articles and book chapters.
